I. CALL TO ORDER

Chair Mark Heckman called the meeting to order at 7:00 pm. There was a quorum.

II. ADMINISTRATIVE BUSINESS

B. Malama Souza – Staff Report

1. On January 24, 2004 KBAC members and staff participated in a planning workshop to address future scenarios for KBAC after completion of the terms of the Consent Decree. Maile Bay also met and spoke with several of the KBAC members to gather their input on long-range options.
Discussion ensued. Souza suggested a matrix that identifies the different options brought up and she will do this by the next meeting.

2. Also in January 2004, Director Bay attended the first meeting of Mano Wai to discuss a possible public-private partnership to upgrade and manage the Waimanalo Waste Water Treatment Plant. Mabel Spencer was selected as the community’s representative. From the information, KBAC agreed to take no position on the project, but will serve as a resource for the partnership. The proposal is to upgrade the facility using more injection wells rather than reusing the water because of the high cost of the latter.

3. The contract for KBAC’s BMP Park, which was accepted for an award by DOH in December 2003 is currently pending at the Office of the Attorney General. Delays are due to state’s attorney staff on leave and questions about whether or not KBAC is required to be a business to execute the contract. Staff has explained KBAC’s relationship with CSF to DOH and is awaiting a decision from the Attorney General.

4. On March 12, 2004 KBAC staff Maile Bay, Mike McMahon, and Malama Souza, and KBAC member Scott Derrickson met with DOH Deputy Director Larry Lau; Clean Water Branch head Denis Lau, and staff, Dale Mikami, Stacy Shintani, and Terry Teruya to discuss KBAC’s proposal to provide a web interface for statewide water quality monitoring data. The project will be funded through monies awarded to DOH through the Beach Act and is slated to start by June 2004. KBAC staff is working with DOH to revise the project scope of work and budget.

5. The proposal for the installation of three hydro-modified storm drain devices in Ko’olaupoko is pending
approval by the City’s Department of Environmental Services.

6. KBAC staff has prepared a draft letter to assist DOH in evaluating its Polluted Runoff Control Program.
Action: Review the evaluation letter and share any additions, suggestions, and/or comments with Malama Souza by April 7, 2004.

7. The City Council’s Public Works & Economic Development Committee held an information briefing on March 30th to allow public input on the possible sites for the next landfill. Over 250 people attended. The public’s concerns were economic, including higher costs to taxpayers for acquiring the Ameron site, loss of jobs and closing a viable business; environmental, particularly potential contamination of groundwater by leachate and surface water from rain and runoff; and safety due to increased traffic on Kapa’a Quarry Road.
Mark – Suggested writing a letter because it does concern water quality. McMahon has volunteered to write the letter opposing the landfill.

6. Mike McMahon attended the Kapa’a Quarry Road Working Group meeting on March 19th. The number of community-based projects to improve water quality in Ko’olaupoko has been increasing, and it is difficult for members and staff to continue to sit on advisory committees for each of these individual projects. Staff recommends that KBAC serve as a clearinghouse for water quality related projects by posting meeting notices, agendas, and minutes on our website; tracking project progress; and attending meetings and/or providing support, to the extent that KBAC is capable, when invited.
Action: Vote to adopt clearinghouse role.
McMahon suggested putting position papers on the website so the community would know where KBAC stands. Just putting names and phone numbers on the website where people could call on certain issues would be helpful to the community.

7. Draft version of Tetra Tech’s Kailua Waterways Improvement Plan and supporting documents are now available on KBAC’s website at http://www.kbac-hi.org/tech.

8. KBAC contracts will be discussed in executive session; contract status matrix and other attachments will be forwarded under a separate cover.

C.Mike McMahon – GIS Coordinator

  1. At the request of a council member, submitted information about KBAC’s mapping and water-quality website to Jan TenBruggencate, Science and Environment reporter, Honolulu Advertiser. Jan published a column about the KBAC site on March 8th Following the article, several people requested current data and asked when it would again be safe to swim.
  2. The article also precipitated an offer of computer equipment from the Hawai‘i Computers for Kids Program, as well as offer by a Flash developer to assist with the “Flash needs” of our website. (FYI: Ken Goldstein who leads this program has offered free refurbished computers: call me for information.)
  3. Input from council members have prompted me to pursue the following topics for newspaper articles:

Website

  1. Kia Weaver completed her internship with KBAC, and now can add “the creation of KBAC’s water quality website” to her resume!
  2. We located a tool for analyzing website traffic over the website’s entire history.
    For example, prior to the article being published, our water quality data got about 100 views/day , but on March 8th, we received more than 1800 views (including 288 people who had never been to KBAC’s website before.

  3. KBAC’s Best Management Practice web pages were reviewed by UH WRRC’s Phil Moravcik (at the request of Roger Fujioka) and made publicly available prior to the publishing of the Advertiser’s article.

Streamwalks

  1. Nu‘upia Ponds streamwalk is set for March 27 with Diane Drigot. Diane has arranged for a 15-passenger van to shuttle participants between sites. This walk has been the most popular yet and a wait list has been created.

3. Currently developing a calendar of upcoming walks listing locations and leaders.

Community Meetings
Planning [April 24th?] a community meeting featuring several of KBAC’s past contractors.

Other Outreach

  1. Booths are limited for the April 18th Kailua Town Party. The Kailua Chamber of Commerce has
    tentatively agreed to share their space with KBAC.
  2. Drafted a proposal for the Hawaiian Internship (HIP) with M. Souza proposing “Letterboxing” in
    Ko‘olaupoko (“Ka ‘Imi ‘Ike” – The Search for Knowledge). The proposal was submitted to HIP with
    the understanding that it required KBAC’s approval.

    ACTION: Approve the proposal.
    A motion was made by Rushforth and seconded by Harris to approve the proposal. Vote: 7 ayes
  3. Submitted an abstract for the GIS Mapping in Asia and the Pacific (GISMAP) 2004 Conference in
    Waikiki -- “Protecting and Strengthening Communities in the Pacific”. McMahon plans to present
    KBAC’s accomplishments of integrating GIS with usable water quality data.

Site Transfer

  1. KBAC currently pays a commercial host monthly for its mapping website, and the other web
    resources are on a server at Windward Community College. The Pacific Basin Information
    Node (PBIN) of USGS expressed interest in hosting KBAC’s website for no cost. PBIN acts as
    a hub for organizations that provide environmental data for the Pacific region. They have
    experience hosting ArcIMS and database-driven sites such as KBAC’s and even use the same
    geocortex viewer used by one of KBAC’s mapping sites.

    McMahon will begin by giving some files to PBIN to see if it works; create a mirror site and check the
    parameters before making a final decision. Derrickson inquired about how PBIM addresses people
    with disabilities and McMahon will seek an answer.
