Chair Mark Heckman called the meeting to order at 7:05 pm. There was a quorum.
Attendance:

A. Community Input -
1. Kathy Kelly and Bob Bourke – Kelly and Bourke discussed possible projects for a coordinated
effort between KBAC and ELRA regarding the next round of 319 EPA funding through DOH.
2. Lauren Apiki (LET) – Apiki presented a powerpoint presentation on the “Ko’olaupoko.com”
website highlighting what the students in the windward area have created. All of the ahupua’a in
the windward area are represented.
B. Maile M. Bay – Executive Director’s Report
2.1. KBAC
staff: Maile Bay, Mike McMahon, Malama Souza, and John Goody; the City and
County of Honolulu’s Gerald Takeyesu; and the University of Hawaii’s Professor
Eric DeCarlo have completed a proposal to be submitted by the City to the
Department of Health to assist in funding the installation of 3 hydro-modification devices in Koolaupoko.
2. In November 2003, KBAC submitted its best and final proposal to develop a BMP Park adjacent to the shoreline of Ka‘elepulu Pond. On December 16, 2003, Department of Health (D0H) notified KBAC that its proposal had been selected for award. DOH is currently preparing the scope of work for the contract. Upon receipt of the scope of work, KBAC staff will prepare the necessary RFP/Invitations to Bid for the various tasks within the scope and begin meeting with the land owner(s).
4. KBAC staff will be contacting KBAC members regarding DOH’s evaluation form for pollution, its control, and effectiveness of efforts noted in the last KBAC Board report. Malama Souza will be sending you an e-mail to follow up to obtain your input.
5. On November 20, 2003, Muriel Seto, kupuna and history buff in Kailua, took Director Bay for a cultural tour of the features of Mokapu at the Kaneohe Marine Station. One item of note: this area is an “island”, not a peninsula, as stated in the KBAC Master Plan, with the two fishpond walls from Nu‘upia Ponds serving as the causeways to the main gate of the Marine Station.
6. KBAC staff submitted a work plan and proposal on providing the DOH County water quality data for the State to DOH pursuant to the directive of KBAC. DOH staff has been receptive to this project, especially given its 6-month completion time that would provide a similar interface with data that is provided by KBAC for Ko‘olaupoko for the entire State.
7. Received a call from Kirsten Turner (Mano Wai Corporation) inviting her to attend a community meeting to discuss the Waimanalo Waste Water Treatment Facility Upgrade and Expansion Project. Director Bay will attend the first meeting to be held on February 10th and report back to the board.
8. KBAC Contractors’ status and proposals: Matrix and attachments on contractors to be presented in Executive Session will be forwarded under separate cover.
C. Mike McMahon – GIS Coordinator
1. Long Range Planning - Posted an online survey for use by the long-range planning focus-group attendees to easily submit opinions on KBAC’s performance (http://www.kbac-hi.org/survey). Eight people completed the online survey, and this data (combined with data collected over the phone) generated graphs used in the focus groups.
2. Hydromodification Project - Finalized maps of the candidate hydromodification sites for submission with the Hydromodification proposal to DoH (http://www.kbac-hi.org/319/).
3. Outreach -
a. Kapa‘a Streamwalk was led by Ric Guinther on Nov 22nd. Ameron’s Linda Goldstein escorted us to the quarry and explained the BMPs used at the site to prevent runoff from entering the stream.
A streamwalk page was created and is available at http://www.kbac-hi.org/Page/Events_Workshops/Kapaa.htm. We performed the Awareness Survey at the end of the walk with the participants, and posted the data on the KBAC site. This site rated the worst of all we have assessed.
b. Nu’upia Ponds Streamwalk that had been scheduled for January 31 with Dr. Diane Drigot had
to be rescheduled to March 27.
c. Dr. Letty Colmenares (WCC) used the KBAC Awareness Survey as part of her course
curriculum.
She had her senior MOP students lead her introductory level chemistry class through the KBAC Awareness Survey in the classroom, then took all of the students out to 3 sites along Ka‘elepulu Stream where they performed the survey.
The data was added to KBAC’s online database and available the next day.
d. On December 15, 2003, attended an “Ameron Focus Group” Meeting examining the monetary and environmental issues associated with using the Kapa‘a Quarry site as a landfill site. The major water quality-related issue is that the combination of the impermeable bedrock caldera and the extensive rainfall will result in a huge amount of polluted leachate that will have to be disposed of.
The group is putting together a “fact sheet” and will request a letter of support opposing the use of the quarry as a landfill site.
Water Quality Data Websites
1. Started documenting how the site was created for potential use by other organizations and/or future employees interested in creating/maintaining similar sites.
2. Intern Kia Weaver and I are currently working on the “Definitions” and “BMP” pages for the site. These are the last step that must be completed prior to “officially” releasing the site (there is still no link to it on KBAC’s site). These pages provide a clear explanation of what each parameter is and how each effects water quality. Additionally, pages give specific recommendations on how individuals can improve water quality in categories such as “Lawn and Garden”, “Household”, and “Pets”.
Once completed, these pages will also act as “stand-alone” webpages. This means that they will be able to be linked to independently of KBAC’s water quality database page, making them accessible to a broader audience.
3. (a)Drafted a proposal for DoH for funding of statewide Water Quality Data Website.
If the proposal is funded, the new statewide page will be able to “piggyback” on the existing “Definitions” and “BMP” pages, saving time and effort.
Terry Teruya (DoH) has agreed to provide KBAC with his complete statewide water quality database and periodic updates.
3. (b)Created a working template showing how a statewide site might look and function:

4. Modified the “Awareness Survey Data Locator” page (http://www.kbac-hi.org/assessment/) so that users are provided with a link to the technical water quality data for the same ahupua‘a as the site they are looking at.
