I. CALL TO ORDER

Chair Toby Rushforth called the meeting to order at 6:55 pm. There was a quorum.
Attendance:

  1. Board members present: Andrew Brittain, Scott Derrickson, Jeffrey Harris, Mark Heckman,
    Snookie Mello, John Piper, Toby Rushforth and Gerry Silva.

  4. Guests: Lauren Crago (Bishop Museum), Rodney Funakoshi (Wilson Okamoto Corp), David Nagamine (C&C Environmental Services), Malama Souza (PILI) and Judy Nakamura (CSF).

II. ADMINISTRATIVE BUSINESS
A. Community Input -

  1. Rodney Funakoshi gave a powerpoint presentation on the Kane`ohe-Kahalu`u Stream Restoration and Maintenance Community Guidebook prepared by his company. A copy of the completed draft report is available at the Kane`ohe Public Library, or you may log on to the City and County of Honolulu’s vision website at: www.co.honolulu.hi.us/mayor/vision7/kaneohe_kahaluu
    Funakoshi and company will receive comments from the community until the middle of October before finalizing the draft guidebook.
  2. Kane`ohe-Kahalu`u Stream Restoration and Maintenance Stream Fair:
    Date: November 8, 2003 (Saturday)
    Place: Windward Mall, Center Court
    Time: 11 am – 3 pm
    KBAC’s Community Coordinator will set up a booth and there will be other organizations with information, exhibits and stream displays.

B. Maile M. Bay – Executive Director’s Report

  1. The City has appointed John Piper from Kahalu`u to replace Ron Walker as its community representative. Welcome to KBAC, Mike. Aloha, Ron, for serving two years and congratulations on your retirement from the U.S. Fish and Wildlife Service. Andy Brittain will move from the community representative for the City to the scientific representative for the City.
  2. The planning firm of Wilson Okamoto has completed its draft Kaneohe-Kahalu`u Stream Restoration & Maintenance, A Community Guidebook, (August 2003) prepared on behalf of the City and County, Department and Design and Construction, and is requesting comments from the community. The firm’s representative and the project manager, Rodney Funakoski, will be making a presentation during the public input section at the KBAC September 17 meeting. KBAC received proposals in response to its invitation to bid regarding storm water control devices in response to the action at the July KBAC meeting. Recommendations regarding the same will be discussed for action in Executive Session at KBAC meeting on September 17.
  3. KBAC’s Executive Committee assisted in providing input for KBAC’s submission of a proposal in response to DOH’s RFP for a second round of funding this year. DOH published the RFP on August 7 and proposals were due September 10th. KBAC submitted a proposal with three letters of support. By September 30th KBAC should know if they made the first cut.
  4. The Department of Health has once again agreed to provide financial assistance in updating the KBAC’s Master Plan (this plan needs to be updated annually) and to allow KBAC to upgrade the actions and add the necessary information to bring the master plan into compliance with the new EPA guidelines. Staff is finalizing the arrangements and negotiating the amount to be funded.
  5. KBAC has become a clearinghouse on water quality for Ko`olaupoko, including the reporting of water quality concerns and request for speakers for groups. Staff continues to direct the queries to resource people and agencies addressing water quality, connecting people and organizations to appropriate resource. Two articles appeared in the past month: one written by KBAC staff and another by staff for “Environment Hawaii”.
  6. KBAC Erosion Control Advocate, Robert Rudolph, has prepared a brochure and has been giving presentations in the community. As of September 1, he has resigned from the position to take another job with the local planning firm of Heber, Hastner & Fee, but continues to provide interim support until KBAC fills the position. Recommendations will be considered in Executive Session.
  7. KBAC has once again submitted a proposal to sponsor a student intern with the University of Hawaii at Manoa’s Environmental Practicum. One student has contacted us, but no action is necessary.
  8. KBAC Contractors’ status and proposals: Matrix and attachments on contractors to be presented in executive session will be forwarded under separate cover.
  9. Director Bay will be off island from October 10-25, 2003. Malama Souza, PILI’s Director of Stewardship Programs, will be fielding questions during her absence.

C. Mike McMahon – GIS Coordinator

Outreach

  1. Organized a Community Workshop on Aug 2nd. Prof. Dave Krupp from Windward Community
    College presented an “Introduction to Water Quality Sampling” and Kia Weaver (KBAC’s
    intern) presented “The Ko’olaupoko Water Quality Information Database”. Response was
    positive – workshop resulted in an interview with Theresa Dawson from Environment Hawai‘i.
  2. Organized a streamwalk for Aug 23rd to the Kaneohe Stream Mouth/Waikalua Loko fishpond
    with Stephen Kubota (program director for the Ahupua’a Action Alliance).
    -- Volunteers performed KBAC’s Stream Awareness Survey and the data was available on the
    KBAC website the following Monday morning.
  3. Verified and updated media mailing and fax lists to increase exposure of KBAC events.
  4. In an effort to improve attendance and avoid duplication of effort, have coordinated events for September, October and November with the Windward Ahupua‘a Alliance (WAA).
    - Sept 27th : Streamwalk @ Waikalua Fishpond (with WAA education fair)
    - October 25th : Community Meeting – topic: tba (KBAC only)
    - November 22nd: Streamwalk @ Kapaa Stream (with WAA clean-up)
  5. Agreed to give another “Getting the Most Out of KBAC’s Mapping Website” workshop during WAA’s Windward Watersheds Symposium on November 1st.
  6. Midweek article published on Aug 13th.
  7. Next article will focus on individual responsibility and water quantity.
  8. Networking meeting tentatively scheduled for Thursday, Sept 18.
    -- Per the director’s request, looking into bringing an outside specialist on self-assessment to talk to the contractors about evaluating their progress in meeting the goals of their projects as outlined in the contracts.

Website/Technical

  1. Much data has been added to the KWQID, including:
    - The Kawa TMDL;
    - The Waimanalo TMDL;
    - The Kapa‘a Stream Hydrology, Biology and Water Quality Survey (“pre-TMDL”);
    - Ahahui Malama I ka Lokahi’s Kawai Nui Sites;
    - The Makawai Stream Project (Waiahole); and
    - Ahuimanu Stream.
    Future data to add includes:
    - The Friends of He‘eia WQ Sites (awaiting add’l info about data);
    - HIMB data (when it becomes available).
    Other data sources recommended at the August 2nd workshop:
    -High Schools
    -Dept of Agriculture
    -Fish & Wildlife
    -Department of Defense
    - Various EA/EIS reports
  2. Visitors to the KQWID site are presented with a (once/visit) message explaining that the site is for educational purposes only and that data represents point measurements (instead of geometric means).
  3. Currently, 100 non-USGS monitoring sites are available on the KBAC mapping site, each of which is hyperlinked to site-specific data within the KWQID.
  4. Currently, 105 USGS monitoring sites are available on the KBAC mapping site. Each of these sites is hyperlinked to a site-specific USGS National Water Information Network (NWISWeb) webpage.

III. MINUTES
The July 23, 2003 minutes were approved.
