Chair Toby Rushforth called the meeting to order at 6:55 pm. There was a quorum.

II. ADMINISTRATIVE BUSINESS
A. Community Input
1. Lauren Apiki, Director of LET, presented a laptop demonstration of the Mokapu School website
which won a gold award. She showed how the students have shared their knowledge of the
Ko`olaupoko watershed/ahupua`a today through audio and animation.2. Chair Rushforth informed everyone that council member Christine Woolaway has handed in her
letter of resignation. He thanked her for being a valuable member of KBAC and presented her
with a gift of a pack of “root beer”.
D. Nagamine from the City & County sent his apologies for not being able to attend the meeting
and informed the council that the City was presenting Woolaway with a letter of appreciation for
her years of service.3. Woolaway suggested that KBAC keep the connection with the funded organizations by
encouraging them to share what’s happening during the public part of the meeting.3. Director Bay introduced Kia Weaver, a student intern, who will be working with McMahon for 10
weeks during the summer.
B. Maile M. Bay – Executive Director’s Report
1. Robert Rudolph accepted the position of Erosion Control Advocate and will start on July 1st.
2. Results of samples taken by KBAC Coordinator, Mike McMahon, of the material dredged mauka of the Ka‘elepulu Stream bridge and that were stockpiled in back of Kapa`a Quarry Road are expected to be available June 10th. Results will be reported to the full board.
3. Tetra Tech is taking public input on the draft report for KBAC on the Kailua Waterway system until June 6th. Received several inquires, including one from a reporter from the Advertiser whom I advised that the comment period remains open on the draft as noted and that it would be great to get the word out to the public to comment.
4. Received notice that the "Hawaii Summit-to-Sea 2003" Global Strategies for Integrated Ocean & Coastal Resources Management, a 4-day conference scheduled for October 26-29, 2003 in Honolulu at the Sheraton Waikiki, has been postponed for a to-be-determined date due to world health concerns regarding SARS.
5. Participated with Jeff Harris, Liz Harrington, Mike McMahon, and Lisa Ferentinos’ staff person, Sarah Erwin, in giving a presentation on May 7th regarding KBAC and its projects. Numerous positive comments were received.
6. After meeting on May 28, 2003 with Department of Health staff regarding the ability to leverage KBAC funds with Section 319 grant money, prepared memorandum on Phase III of the KBAC Implementation Program recommending that KBAC pursue Section 319 funding to leverage its funds by working together with the City on installing storm drain filters throughout Ko‘olaupoko and monitoring water quality to determine the impacts of the filters and also to submit a proposal to DOH for its round of funding expected in July 2003 to conduct 4-5 projects in Ko‘olaupoko.
Action: Vote on implementing Phase III.A motion was made by Harris, seconded by Derrickson, to have KBAC team up with the City and DOH 2000-2002 319 funding and task the Executive Director and Executive Committee to review proposals from the KBAC Council and develop RFP’s.
Vote: 7 ayes
Deadline for proposals: June 12th (Thursday).7. Revised memorandum on long-range options for KBAC. This matter had been tabled from the last meeting.
Action: Vote on long-range options project.
Discussion ensued and it was decided to revisit the long-range options from time-to-time but not
vote on it today.
8. Attended a meeting of landowners and other interested persons and groups on May 22, 2003, by the invitation of Windward Action Alliance, Shannon Wood’s group, at Kane‘ohe Ranch headquarters regarding a strategy to address litter along Kapa‘a Quarry Road. The Director advised that KBAC can receive proposals per our web site for projects and can provide letters of support for the effort if needed. However, the Director declined attending additional meetings. The ad hoc group will be meeting at least two more times to develop a strategy.9. Inquiry has been received by various watershed organizations to support a workshop by a nationally known speaker, Dr. Doug McKenzie-Mohr, who uses social marketing to get the environmental message. Inquired about the cost for his speaking fee and was advised that the cost was being negotiated.
10. Prepared and submitted for June 2, 2003 deadline the nomination of KBAC to the CF Industries Watershed Award. Evaluation letters were prepared by Dr. Dave Krupp (Windward Community College), Dr. Claudia Hamblin-Katnik (Hawaii Conservation Alliance), Dr. Wendy Wiltsie (EPA), and Mike Tulang (Hawaii Association of Conservation Districts). Thank you letters will
be sent to each evaluator for their kind assistance. Awards are to be made in the Fall 2003.11. KBAC member Christine Woolaway has submitted her resignation from KBAC effective June 30, 2003. Woolaway serves on behalf of the City in the community slot for KBAC.
12. KBAC Contractors’ status and proposals: Matrix and attachments on contractors to be presented in executive session will be forwarded under separate cover.
C. Mike McMahon – GIS Coordinator
Outreach
1. Confirmed Streamwalk and Awareness Survey for June 28th at Waimanalo Stream
with Matt Schirman and Rick Barboza from Hui Ku Maoli Ola Native Plant Nursery.2. Presented the KBAC Mapping Website to the Kane‘ohe and Kahalu‘u Neighborhood Boards and
announced the May 24th workshop on the same topic at WCC.3. Presented KBAC’s online mapping and data access utilities at the HACD Conference on May 7th with KBAC Chair Jeff Harris, Maile Bay, Liz Harrington, and KBAC contractor Sarah Erwin (Waimanalo Watershed Restoration Project).
4. Conducted two sessions of “Getting the Most Out of KBAC’s Mapping Website” on Saturday, May 24. All of the returned evaluation sheets stated that the workshops were “very helpful”.
5. Contacted Carol Chang from Midweek regarding the addition of a monthly article from KBAC discussing relevant Ko‘olaupoko topics. Response was positive; writing a sample article on channelization.
6. Carried out the Clean Water Quiz and notified the winner on May 1st;
7. Continuing to assist Professor Letty Colmenares (WCC MOP) with the development of a web site
to display the data her students have been collecting along Kapa‘a and He‘eia streams;8. The abstract reviewed by KBAC and submitted in November 2002 for the 2003 ESRI conference was accepted on April 1st. The presentation will outline the efforts KBAC has made to share water quality-related information with the public over the web through a map interface.

9. Incorporated the Stream Awareness Survey Data into KBAC’s online ArcIMS Mapping site.
10. Posted a photo gallery to the Friends of He`eia Stream Restoration site showing pictures of their work days.

11. Upon request from the Director, drafted a 2-year workplan and budget merging the roles and responsibilities of the GIS and Education Coordinator
ACTION: Approve the attached budget and workplan.
Vote: 6 ayes, 1 abstention.12. Upon request from the Director, collected three soil samples from the site along Kapa`a Quarry Road where sand had been stockpiled. These samples will be tested for organochlorine pesticide (e.g. chlordane) by Oceanic Analytical Laboratory, Inc.
13. KBAC was selected as a host organization for an intern by the Hawaiian Internship Program at
UH. After a phone interview and pursuant to the approval of the Executive Committee, Kia
Weaver was hired for a 10-week internshipD. Elizabeth Harrington – Education Coordinator’s Report
1. Met with the KBAC staff regarding status and transition of the Education Coordinator’s work
plan.2. Sunday, May 4th from 10:00am to 4:00pm; Friends of He`eia Family Day. Approximately 200
community members were at the park. KBAC displayed projects and made available water
quality education material for the public. The Friends also presented their projects and
demonstrated the water quality monitoring equipment.3. Attended and presented (KBAC Outreach Activities i.e. Stream Walks and Awareness Surveys)
at the HACD 2003 Water Quality Conference May 7, 8th.4. Working with Leon & Malia Productions to incorporate the DOE State Standards (music and
science) into the Study Unit. The unit has been reviewed and changes made. Accepted final
approval to proceed with production by the end of May.5. Attended the DOE Watershed Exhibit Program May 23rd, at UH. Guests were encouraged to evaluate student presentations and exhibits.
