Chair Jeffrey Harris called the meeting to order at 6:45 pm. There was a quorum.

A. Community Input
1. Snookie Mello
a. May 2nd - “Rally By The Road” – the war on “ice” is heating up. From 4:30-6:30 pm, Community Works in 96744 is sponsoring a rally. At 3:30 pm meet at the KEY Project where safety instructions will be provided by HPD. 4:30-6:30 pm everyone will march to the highway for the sign-waving campaign (signs will be provided). For more information call KEY project at 239-5777.b. May 8th - Town Meeting #3 On Drugs – 7-9 pm, sponsored by Community Works in 96744.
Law enforcement agencies, advocacy, treatment and education/prevention experts will be there to educate the community on action plans. KEY Project, 47-200 Waihe`e Road, Kahaluu.2. Mark Heckman – The Waikiki Aquarium/UH-Manoa and the Ala Wai Watershed Association are sponsoring the “2003 Natural History Lecture Series”. This lecture series focuses on the linkage of Heaven and Earth (Wakea and Papa) as important parts of ahupua’a resource
management. Traditional Hawaiian elements that float in the sky – sun, moon, clouds, stars, wind and rain – guide the planting and fishing seasons, provide water, and create the tides and directions for ocean navigation. For more information call the Waikiki Aquarium at 923-9741.
B. Maile M. Bay – Executive Director’s Report
1. Erosion Control Advocate advertised. Council to interview candidates in executive session at this meeting.
2. Dredging and disposal of the materials from mauka of the Ka‘elepulu Stream bridge, by Buzz’s restaurant: received letter sent with formal complaint to the City. Received letter from City that the matter has been resolved. Spoke to Gerry Silva and Chip Fletcher about whether pesticides such as chlordane, a pesticide used to kill termites that has been banned since the1980s, are being tested for in the sand since the intent is to place it back on the beach at Lanikai and Ka‘elepulu stream mouth when it has been “bleached” out by the sun. Preliminary inquiry shows that chlordane bonds to soil particles. Will continue the discussions.
3. On April 29, 2003, 6:30 pm, Kalaheo High School cafeteria, Tetra Tech will be conducting its public meeting on the draft of its Strategic Implementation Plan with listed actions to improve water quality. Copies of the draft are being distributed to the council.
4. Submitted an abstract for presentation before the "Hawaii Summit-to-Sea 2003" Global Strategies for Integrated Ocean & Coastal Resources Management. This 4-day conference is now scheduled for October 26-29, 2003 in Honolulu at the Sheraton Waikiki. The date to submit abstracts has been extended to May 18th, see website at www.hawaiiormp.com. Final papers are due July 31, 2002. KBAC may submit another one to give a community perspective on the process; C. Woolaway will be working with J. Harris on this item.
5. Contacted Susan E. Miller for KBAC to participate in the upcoming conference for the Hawaii Soil and Water Conservation Districts on May 6th and 7th. KBAC has been allotted 1.75 hours to present a panel. Jeff Harris, Liz Harrington, Mike McMahon, Lisa Ferentinos and the Director will be giving presentations on May 7th.
6. Circulated surveys to KBAC members on prioritizing next projects. Public meeting for the Kailua Waterways recommended projects was continued to April 29th. Awaiting input from that meeting before proceeding on compiling information and making recommendation for short and long range opts for KBAC and exploring alternative entity possibilities. Will gather remaining input after the public meeting and then draft a report for the next KBAC meeting.
7. Received a letter from Donna Wong with attachment regarding the remaining concern of the Kailua Neighborhood Board on the TMDL draft study completed for DOH on Kapa`a Stream as part of the Consent Decree for NPDES violations. The information is being provided for KBAC. No action appears necessary in light of the role that the neighborhood board is taking.
8. KBAC’s GIS Coordinator attended the Kaneohe Neighborhood Board meeting and received a copy of a letter from Senator Inouye regarding providing $6 million in funding for a proposed channelization of Kapunahala Stream to reduce flooding in the Kaneohe stream watershed area. Preliminary investigation by the KBAC staff show that 2-3 homes were impacted by flood waters resulting from the construction of H-3. KBAC staff would like to continue the investigation and submit alternative measures, including creating open space and a floodway, to channelization to the neighborhood board and Councilmember Barbara Marshall for the use of the funding.
Staff will compile a “white paper” of alternative measures and present the same to policy
makers and neighborhood boards and others as appropriate.9. “National Watershed Award to Recognize Excellence in Watershed Protection”: Director Bay believes that KBAC would be eligible to apply for this award. She will need three evaluators for the program and has asked for suggested names. The Director will also draft a letter and have the Executive Board review it before submitting it for consideration. Due date is June 2, 2003.
10. KBAC Contractors’ status and proposals: Matrix and attachments on contractors to be presented in executive session will be forwarded under separate cover.
C. Mike McMahon – GIS Coordinator
WQ Database Interface
1. Completed a demo version for accessing the Awareness Survey database through a web interface. This application is available at http://www.kbac-hi.org/assessment/. The content is still being developed, but the majority of the “behind-the-scenes” programming is complete.
What does this mean?
Information can be added to the database as it becomes available from the community; making it unnecessary to create and to update individual web pages for each physical site. Web pages create themselves based on the information in the database including:
o Specific icons showing the “score” received by a site;
o Picture(s) of the site;o Links to a map showing the site location;
o Percentages and averages are automatically calculated and incorporated into the web page in the form of numbers or text. These are updated as new data is entered into the database.
The same application can be used to access to KBAC’s database of Dept. of Health Monitoring Data. Website
2. Determined that web traffic is actually much greater than original counter indicated (e.g., more than 520 unique computers visited the site between Apr 1 and Apr 24 ~ 22/day).
3. Added Erosion Specialist RFP posting to site (viewed by 68 people since April 1);
4. Master Plan has been downloaded 33 times (and an additional 59 have been given out at NB meetings).
5. Added contractor site for Leon & Malia Productions contractor;
6. Carried out contest and notified the winner of the Clean Water Quiz on March 31.

7. Arranged with Education Coordinator L. Harrington a Community Workshop on “Getting the Most out of KBAC’s Mapping Website” scheduled for two sessions on May 24 (at the WCC computer lab);
8. Attended the Kane‘ohe Bay Regional Council meeting and gave a brief explanation of KBAC’s mapping site & notified people of the upcoming workshop (6, above);
9. Attended the April NB meetings for Waimanalo, Kailua, Kane‘ohe, and Kahalu‘u and presented information about KBAC’s mapping site, our upcoming workshop on using the mapping site, the availability of the final version of the Master Plan, and the upcoming Hakipu‘u Stream Walk.
This month, only the Kailua NB allowed time for a full visual presentation. I am definitely on the agenda to do a full presentation for Kahalu‘u on May 14 and am working on doing the same for Kane‘ohe. Waimanalo declined a full presentation10. At the April 17 Kaneohe NB, the proposed channelizing of a portion of Kapunahala Stream was discussed.
11. Assisted Professor Letty Colmenares (WCC Marine Options Prog.) with the development of a web site for displaying the data her students have been collecting along Kapa‘a and He‘eia streams.

12. Completed poster for Education Coordinator L. Harrington to take to the Baltimore conference.
13. Completed a free “Customizing ArcIMS 4” course.
14. Preparing presentations on KBAC GIS progress for May 7th, HACD conference and the annual ESRI conference in San Diego, July 2003.
15. Kapunahala Stream Channelization
At the Kane‘ohe NB, there was discussion on the channelization of part of Kapunahala Stream as a response to past flood events. The community attending the meeting demonstrated overwhelming support for the idea. The letter from Sen. Inouye indicates that “…the State is moving forward to line the stream…”
The problem stems from a 20’ (State) culvert under Po`okela St. funneling water (including runoff from the H3) to a much smaller (City & County) 4’x 6’ culvert approximately 200’ downstream located in the backyard of a residence.
Barbara Marshall’s office was contacted and her aide said that there likely will be $100,000.00 available to study the problem (there is definitely $20,000.00 available, and an additional $80,000.00 is likely to be added).
After the study has been completed, there is $6,280,000.00 available to correct the problem and carry out the recommendations of the study.
Barbara Marshall’s office indicated that channelization was not the only option. Other ideas being considered include:
o Enlarging the small C&C culvert to accommodate the flow from the larger upstream State culvert;
o Creating a bypass where some of the flow is diverted around the smaller culvert.
One house has been condemned as a result of the flooding, and approximately twenty homes are thought to be affected.

D. Elizabeth Harrington – Education Coordinator’s Report
1. Thursday, March 6th – Contractors Meeting, Makai Room, 9:30 a.m. held at YWCA Kaneohe. Eight out of the ten contractors attended. Everyone had a chance to give a brief update on projects; also discussed the contractor’s commitment for the upcoming Windward Mall – KBAC
forum for Earth Day.
2. KBAC’s “Experience the Clean Waters of Ko‘olaupoko” first drawing was held on March 31 2003. The winner was notified but has not claimed his prize.3. Malama Souza and the Education Coordinator conducted site visits on the following projects from March 10 – 17th: Hui Malama O Ke Kai, `Ahahui Malama I Ka Lokahi, Kamakau-Alala Point, Pu`uhonua O Waimanalo, and Waimanalo Watershed Restoration.
4. KBAC’s April newsletter was sent out via e-mail and snail mail to approximately 400 homes/businesses.
5. Distribution of Master Plan: Documents were distributed to the windward libraries, at the Neighborhood Board Meetings, Windward Community College, and special request by community members.
6. Attended “Saving Our Coastal Heritage Conference” April 13-16, 2003. Highlights of the conference were sent via e-mail to the board members and a written report will be submitted shortly. Between the KBAC poster display, other posters, exhibits, networking, the field trip and the presentations it was a great opportunity to learn techniques and methods regarding restoration and community involvement.
7. Thursday April 24, 6:30-8:30 pm, attended the first lecture in the series hosted by the Friends of He`eia titled “Ancient Hawaiian Land Practices on the Ahupua‘a Management System". The speaker, Ishmael Stagner, from Alu Like and approximately 20 community members were present. After approval, lecture handout will be available on the KBAC website. The KBAC information board and education material will be displayed.
8. Tuesday April 29th 6:30 – 8:30 p.m., will attend the Public KWIP given by Tetra Tech at Kalaheo High School.
9. Gave a presentation to the Windward Ahupua`a Alliance on May 31st at the Waimanalo Ag Lots Field Trip/Site Visit during the lunch break.
