Chair Ron Walker called the meeting to order at 7:05 pm. There was a quorum.

B. Maile M. Bay - Executive Director's Report
1. KBAC's Master Plan was distributed to KBAC at the 11/13 meeting; a total of 100 copies will be published for distribution.
2. John Goody attended the meeting and gave a presentation on his recommendation regarding developing an erosion control advocate. Goody provided a summary on construction site sediment, pollution control rules, regulations, and procedures. Solutions are needed because it is a mystery to many people as to what is legal or illegal, how to go about pursuing a complaint and being able to follow through. Goody suggests an advocate or ombudsman for the community. Discussion will continue at the next meeting.
3. KBAC's budget projections for the next two years have been gathered. DOH staff said that it projects getting RFP's out in January 2003 to meet WRAS recommendations and has a ballpark budget of $1 million for all implementation funds for all WRAS's in the State. Woolaway noted that the unobligated funds under consideration should be noted as "Proposals Under Consideration" in this document.
4. Prepared response to the Secretariat of Conservation Biology's survey.
5. PILI's staff is drafting a paper on long-range options for Ko'olaupoko watersheds for discussion. Members of the community have expressed interest in coordinated efforts that can address water quality at the closure of KBAC under the Consent Decree.
6. Barbara Marshall, councilmember-elect, noted in the League of Women Voter's survey questions regarding addressing non-point source pollution and her role: "We need to be more diligent in our support of programs to monitor water quality. We should follow the recommendations of the Kailua Bay Advisory Council, including a program to empower the public as monitors of resources and try for better enforcement of laws protecting our water quality. As a councilmember I will move to encourage developing a training program for interested citizens who can serve as the eyes and ears of the government in helping to control pollution."
7. KBAC Contractors' status and proposal: Matrix and memo on proposals to be presented
in executive session.
C. Mike McMahon - GIS Coordinator1. Maps for inclusion in the Master Plan have been completed and are available for review at the "blind site" http://www.kbac-hi.org/Page/Mpmaps/maps.htm.
2. The KBAC website has been permanently transferred to the new layout. Several "Educational Resources" have been added to the website including the Stream Awareness Survey, "Useful Phone Numbers" and "Earth Friendly Products". Presentations and additional information from the Network Meetings is also available from the website.
3. Each contractor has its own web page and feedback has been positive. In collaboration with the Education Coordinator, each contractor's web page will be used to display the deliverables outlined in their contract.
4. The October 26 network meeting proved valuable for several reasons:
Hal Richman expressed interest in much of KBAC's GIS data which has since been provided to him. Lauren Apiki learned of the 3D mapping capabilities of the KBAC site. She hopes to include several aspects of it into her "Kulokuloku" site. Specifically, she would like to include animations showing the pace of development as well as 3-D views of each ahupua'a. I have agreed to visit Lanikai School with Lauren and give a demonstration on how to produce these effects to the students who will be doing this work. Dr. Cynthia Hunter presented information on Invasive Algae in Hawaii, and her graduate student has since agreed to share her GIS layers showing regions of invasive algae with KBAC. This issue is especially important to Ko'olaupoko because Kane'ohe Bay contains the highest density of the state for many of these invasives (as demonstrated at right). These layers will then be made available on the KBAC mapping site. 5. GPS-mapped the native garden at Alala Pt. with students from Kamakau Laboratory School, gave brief explanations of GPS and GIS technologies, and explained how KBAC is using these technologies to improve accessibility to water quality data.
6. Received the ESRI "call for papers" for the 2003 GIS conference and intend to submit an abstract entitled "Using ArcIMS to Graphically Display Complex Water Quality Data Sets to the General Public" for the Nov 15th deadline. This abstract is still in draft form and the title may change.
7. Attended both the "Wetland Management in the Hawaiian Islands Workshop" (DLNR, NRCS, Ducks Unlimited, USFWS and the Wildlife Society) and the "Hawaii Geographic Product Workshop" (HIGICC). Both workshops provided good opportunities to discuss KBAC's GIS work with interested community members. The data product workshop had the added benefit of alerting me to several additional (free) GIS data sources.
D. Elizabeth Harrington - Education Coordinator's Report1. Working with the GIS Coordinator to access information about Ko'olaupoko watersheds;
especially information being developed by contractors for collection, compilation, distribution
and eventual placement on KBAC's web site.2. Reviewed Waimanalo Watershed Restoration Projects pre-water festival teacher's packet. Other
contractors may find this reference useful.3. Healthy Hawaii Coalition's curriculum is under review by the Department of Education, Office of
Curriculum Instruction Student Support. Upon approval KBAC will offer it to other educators via
the KBAC web page.4. Met with the Friends of He`eia Project Manager Carole McLean, Michelle Bronaugh, assistant
scientist from HPU, and Letty Colmenares from WCC Chemistry Department, in regards to the
development of the water sampling protocol. They should have a draft in the next couple of days for
review.5. Two Marine Option Students from Windward Community College are interested in the KBAC
Outreach Assistant Project. We have set up a meeting for November 12th.6. October 15th - participated in Tetra Tech site visit throughout the watershed and ASG meeting
October 23rd.7. October 21st - Met with Lisa Ferentinos and Jody Smith from the Waimanalo Watershed Restoration
Project (WWRP) funded by KBAC, along with Liz Martinez from Hawaiian Equestrian Trail
Association and Carl Evensen from CTAR. The meeting provided information on the projects
activities. Lisa is preparing summary minutes for KBAC.8. October 31st and November 1st - Attended the Wetland Management in the Hawaiian Islands
Workshop. Individuals, agencies and organizations involved in wetland management presented a
wide variety of topics including water bird habitat, restoration and mitigation projects, and strategies
for endangered water bird recovery. `Ahahui Malama I Ka Lokahi shared results and progress of its
KBAC funded project.Outreach Activities:
1. Community members joined the Kailua Bay Advisory Council (KBAC) in testing the waters of Kaelepulu Canal (near Buzz's) in Kailua, Saturday, October 19, 2002. Participants tested for:
- Dissolved oxygen 8ppm at 99% saturation
- pH 8
- Temperature 25 C
- Turbidity 40 JTU.
Participants also used the KBAC Stream Awareness Survey and looked at the clarity of the water, stream life, channel and streamside features and nearby land use. The 100 feet of stream section we looked at received 16 points out of 32, placing that section in "Fair Condition".
2. Saturday, October 26th - KBAC held the Contractors Network Meeting and Community Workshop. The contractors that attended had a breakout session where networking was evident. Contractors felt it was a good idea to meet, but would prefer a mid -week meeting. The next meeting date is scheduled for Thursday, December 12th, 9:30-11:00 am. The Community Workshop portion was well received with lots of good information from John Goody and Dr. Cindy Hunter. Presentations by both speakers have been posted on the KBAC web site.
3. Will be assisting the Hui Malama o Ke Kai / Waimanalo Watershed Restoration Project, Keiki Water Festival November 22nd by leading children between activities.
4. Saturday, November 23, 9:00 am-10: 30am. KBAC's Stream Awareness Survey. Meet at Ron Walker's house, 46-305 Hoauna Street, Kaneohe. Direction: from Kamehameha Hwy, through Kaneohe town, turn left on Haiku Road, right on He`eia Street, left on Hoauna Street, go through intersection, 2nd house on right.
