I. CALL TO ORDER
Chair Scott Derrickson called the meeting to order at 7:00 pm. There was a quorum.

II. ADMINISTRATIVE BUSINESS
A. Community Input -
1. Christine Woolaway - Sea Grant is working on a project with EPA (Environmental
Protection Agency) called the Environmental Monitoring Assessment Program (EMAP). The
project has already started and the goals are to assess the physical, chemical and biological
conditions of Hawaii's estuaries using environmental indicators. They will be using sediment
samples as well as water monitoring. The sites, selected by EPA, include Waimanalo and
Kaneohe bays.2. Jim Wood - Wood handed out a list of the meeting days of the Ko'olaupoko Neighborhood
Board and vision team community meetings for scheduling purposes. He requested we keep
this in mind when scheduling KBAC meetings with the community.
B. Maile M. Bay - Executive Director's Report
1. Revised Preliminary Draft Master Plan using public comments and some additional research. This input is taking more time than originally predicted. Revised Table 4A contains major actions to consider for funding that reflect community input to be distributed prior to the next meeting. Recommend second round of RFPs for KBAC funding to go out in June, giving preference to projects that address priority projects noted in Table 4A of the KBAC Master Plan. Drafting generic RFP to support projects in Table 4A for second round of contracts.
2. J. Goody's preliminary report on alternatives for soil erosion regulations and policies was presented to the Director and KBAC. Comments are requested from the Council members.
3. GIS server: WCC now hosts KBAC's web site but this status is in limbo. The State Office of Planning is interested in hosting the KBAC server. Bay and McMahon met with OP GIS staff
and Scott Derrickson on May 20, 2002. Everyone was positive about the partnership as a
prototype for other watershed education efforts. OP is checking on the issue of competition with
other commercial servers, although the one server in Hawaii was only willing to host if it also
was paid to develop the site. KBAC is to prepare a memo of the public benefits that the
partnership serves. Reserving acting with WCC until this option is examined.4. Attended with S. Derrickson, on behalf of KBAC along with other environmental groups, a courtesy meeting with the new head of Region 9, EPA, Wayne Nastri, on April 11. Mr. Nastri has been meeting with various groups here in Hawaii, such as farm organizations. He wants to focus on communication, building partnerships, innovation, better enforcement, and education. He wants Region 9 to be results oriented.
5. Received letter commending Healthy Hawaii Coalition's work at Waiahole Elementary School from one of the teachers. Letter was circulated in KBAC board package for the meeting.
6. Contracted with Tetra Tech EM for the Kailua Waterways Project. TT is soliciting input for the working group.
7. Hired and oriented new Education Coordinator, Liz Harrington. She submitted a report for the board package on that program's efforts.8. Gave a presentation on KBAC at the Water Resource Research Center's weekly meeting with former Ed Coordinator and GIS Coordinator on April 18.
9. FYI: Attended as the moderator two workshops on April 29 and 30, held by Office of Planning Coastal Zone Management Program and Dept. of Health, Clean Water Program, on preliminary review of policies on creating statewide enforceable rules to address non-point source pollution.
10. Researched issues regarding program v. administrative costs with KBAC's accountant, Stan Wachi, per the discussion at the last meeting. Wachi noted that the major distinction that should be made is that any work that is associated with a program, i.e., KBAC's implementation, technical, or volunteer water quality monitoring, is program, not administration. Administration encompasses the running of the general operations. Wachi has verified that we have been using this methodology and will continue to do so. J. Wood, an accountant himself, commented that the policy is to follow generally accepted accounting principles and Wachi has confirmed that we are following standard accepted accounting practices as a policy.
11. Attended first day of annual Water Quality Conference on 5/14/02 that included presentations of "successful" 319 projects around the State. Ed and GIS Coordinators attended all three days.
12. KBAC Contractors' status: Contracts to be discussed in executive session.
C. Mike McMahon - GIS Coordinator's Report
1. Gave a demonstration of the tools available through the "Virtual Ko`olaupoko" interactive
mapping site at the UH Water Resource Research Center's regular meetings with the Director and
the former Education Coordinator.2. Developed a method for digitally animating GIS data to demonstrate changes over time (i.e. the
development of Enchanted Lake). He is interested in further developing this technology for
inclusion on the KBAC website and would appreciate feedback regarding what kinds of time
series information it might be useful to view in this format.3. KBAC's mapping site is now commercially hosted and accessible through the GIS/GPS link on
the KBAC webpage.4. Downloaded the Kawa and Waimanalo TMDL studies and linked to them directly from the
mapping site.5. Downloaded long-term historical water quality (WQ) data sets from over 30 Hawai'i Department
of Health WQ sites from the EPA STORET database (most data sets date back to the early 70s).
This data is now directly accessible from the mapping website by clicking on the corresponding
WQ monitoring site.6. Recently found WQ data for many Ko'olaupoko streams stored in a database at USGS. This data is not currently in a user-friendly format, and is working to improve the format prior to linking to it from our mapping site.
7. Attended a GIS conference in Waikiki as an invited speaker (May 7-9). Developed and gave a
powerpoint presentation on the creation and value of readily-accessible online GIS data to
community groups at a GIS conference in Waikiki. The presentation used KBAC's "Virtual
Ko'olaupoko" website to demonstrate the features available using modern ArcIMS software. The
presentation was very well-received. Most of the technical questions asked afterwards centered
on the creation of animated GIS data (#2 above), and many other people were excited that KBAC
is becoming more active in the community.8. Created small webpages for each of Dr. Maqs Alam's eleven water sampling sites and one for Hui Malama O Ke Kai's organic garden that can be accessed directly from the mapping site. As additional data, photos, and information are received, the sites can be easily updated.
9. Attended the Water Quality Conference at UH (May 14-16).
10. Have begun to "geo-reference" available aerial photos so that they may be included on the mapping website as a layer.
D. Elizabeth Harrington - Education Coordinator's Report
1. Attended meeting with Director, GIS Coordinator and previous Education Coordinator to discuss work in progress.
2. Attended GIS Conferences, May 7 - 9; helped with registration and staffed KBAC table.
3. Attended Hawaii Water Quality Conference 2002, May 14 -16.
4. Upon request from the Director, rescheduled June 3rd Network meeting to Saturday June 15th 8:30 - 11:00 am in the Makai Room (below Atherton Hall) at Camp Kokokahi in Kane'ohe. This change consolidates the KBAC's work allowing the GIS Coordinator to conduct a training KBAC workshop for KBAC members, its contractors, and general public on how to access and use KBAC's online interactive mapping tool and hold a contractor's meeting before the workshop begins.
5. Distributed copies of April/May newsletters to Kahalu'u, Kane'ohe, and Waimanalo Neighborhood Chairs.
6. First KBAC Community Stream Walk is scheduled for Saturday, May 25th 9:00 - 12 noon. Ron Walker will lead the hike. Meet at the Kahua Lehua Native Hawaiian plant area within Ho'omaluhia Botanical Garden in Kaneohe.
7. KBAC is planning on participating in the following up-coming events:
" Kailua 4th of July Parade, Thursday 9:30 - 12 noon. If you are interested representing KBAC while cruising in a convertible parade day, please let me know.
" YWCA Camp Kokokahi "Day on the Bay", July 20th, 9:00 -3:00 PM.
" Kaneohe Marine Base, "Bayfest 2002", August 16-18.
