CALL TO ORDER: Acting Chair Fred Madlener called the meeting to order at 6:50 pm.
MEMBERS PRESENT: Jeff Harris, Mark Heckman, Alex Ho, Ed Laws, Kimberly Lowe, Fred Madlener, Toby Rushforth and Christine Woolaway. There was a quorum.

COMMENTS FROM THE COMMUNITY:
Kathleen Kelly Kathleen distributed an Enchanted Lake Residents Association (ELRA) Newsletter. Concern has been raised about the drop of the water level and the amount of sand that has built up in front of the canal (Kaelepulu Stream) at Kailua Beach. This sandy blockage is called a "berm" which has prevented the salt water from flowing through the canal and into the Lake, while at the same time preventing the lighter, fresh water from entering into the bay. The sandy buildup has also caused a shallowing of the canal between the bridge and the beginning of the houses along the stream and canoe users and kayakers have urged that that area also be bulldozed too. Ten years ago some dredging was done and it was very effective in keeping the area as well as the Lake clean. The ELRA would like the communities support by urging everyone to contact The Office of the Mayor, 530 S. King Street, Honolulu, HI 96813 to support the canal dredging project at Kaelepulu Stream.
Laure Dillon The HawaiianEnvironmental Coalition was formed in 1998 under the realization that Hawaiis natural and cultural resources are under pressure from development and lack of sound management, and that this is our mutual problem to solve. The Ahupuaa Laulima Gathering will be held from December 3-5, 1999 at Kapiolani Community College to draw together kupunas and others who live close to the land to share information including problems, successes, goals, histories, and understandings. The aim is to build a kupuna database and an ahupuaa tenants constituent base and have it made available on the web for wide and easy access.

Status of the community proposals Proposals from the Waimanalo Water Quality Project and the Ahupuaa Action Alliance have been accepted and Director Young is working towards a MOU and formal agreement. Director Young reiterated that a formal agreement must be signed before any organization can consider their proposal or grant vested. She further stated that she would like to peruse all proposals/grants before it is brought to the council for discussion. She can best advise interested parties on any questions that might arise and point out any shortcomings in the proposal.
Kimberly Andersen Kimberly reported on GIS & GPS Mapping of Streams in the Koolaupoko District. Using GPS, Donna Ashizawa, Kimberly, Dave Krupp and various volunteers mapped nine sites in the Koolaupoko District on Oahu. The data was gathered using Global Positioning System (GPS) and then the data was downloaded to the Imiloa server at Windward Community College using ArcView Geographic Information System (GIS). Data collected in the fields include: storm drains, household waste, commercial debris sites, parking lots, overgrowth of streams, erosion sites, stream inlets and enhancements of the stream made by people living along the streams. This report will be available on the web shortly.
Hihiwai Restocking Project Dan Cooke reported that egg caplets have been located on the rocks and another stream has been selected for hihiwai release. The community will schedule a stream clean-up before the hihiwai are introduced into the stream.

Bill Riddle Kaneohe Yacht Club Storm Drain Problem A pictoral handout showing erosion of the private properties adjacent to the unlined sections at the downstream end of the intermittent stream was handed out. The construction of the confined concrete channel has increased the velocity of storm water flows thereby contributing to the problem of erosion on the unlined banks of the channel. Sediment is filling in and encroaching into the berthing area (7,500 cubic yards) and a request was made to assist in financing dredging to remove the built up silt in the berthing area. A suggestion was made to contact Randy Rush at the State Dept. of Health for a grant to assist in financing this project.

Approval of August 15, 1999 minutes. The minutes were approved.
Follow up meeting with Dr. Max Alam Member Laws reported that he met with Dr. Alam to review his project entitled "Detection of Bacterial Pathogens and Their Viability in the Environmental Waters of Koolaupoko Area". Director Young will be meeting periodically with Dr. Alam to inform the board on the results.
Public Trust Steve Kubota passed out a handout entitled "Preliminary Draft Ahupuaa Tenant Rights and the Public Trust Doctrine". This draft was prepared by the Ahupuaa Action Alliance to facilitate discussions on how the Ahupuaa concept can be incorporated into KBACs overall programs to support its mission.
