CALL TO ORDER: Acting Chair Edward Laws called the meeting to order at 7:00 pm.

MEMBERS PRESENT: Jeff Harris, Mark Heckman, Steve Holmes, Ed Laws, Fred Madlener, Toby Rushforth and Christine Woolaway. There was a quorum.

COMMENTS FROM THE COMMUNITY:

From Keith Krueger: The Kawainui Heritage Foundation has been doing cleanups along Kapaa Quarry Road for the last five years. There seems to be repeat dumping in one spot and he suggested installing a camera temporarily on top of the light poles to catch the people in action. Discussion ensued about people damaging the camera and member Holmes mentioned that traffic cameras are now mounted in many locations and can be viewed on the web. A suggestion was again brought up about increased police patrol in the area. Member Holmes will try to schedule a meeting with the Chief of Police and give a recommendation at the next meeting. Keith also suggested having the city select a convenient location where people could drop their items off after hours or on the weekend when the dump is closed. Dumping could then be controlled instead of having people dump wherever they choose to.

From Christine Woolaway: Member Woolaway, a resident of Waimanalo, attended the Waimanalo Neighborhood Board and gave us some feedback on what happened at the last meeting. It was announced that UNISYN has scheduled a public information meeting at the gym on March 22nd (Monday) and member Woolaway will forward more information as it becomes available. The Friends of Waimanalo have just completed their annual fair which for years has funded projects with money received from the fair. Bellows: The transfer of land agreement should be signed shortly and the Marine Corps will probably get a nice chunk of the land. A draft agreement will go back to the Neighborhood Board for review. James Marcus gave a short presentation on the beach cleaning equipment and a demonstration will be scheduled again by Allied Machinery at Waimanalo Beach for all interested parties. No date has been announced. Member Heckman commented that heavy machinery have been known to crush the crabs that live in the sand.

VOLUNTEER WATER QUALITY MONITORING COORDINATOR REPORT - Donna Ashizawa Coordinator

Donna submitted a memorandum to the Council:

To present a paper at the Joint Water Resource Conference: Universities Council on Water Resources and International Water and Resource Economics Consortium to be held in Waikoloa, Hawaii from June 29-July 2, 1999. Cost - approximately $850.

To attend the Environmental Systems Research Institute, Inc. (ESRI) 1999 GIS User Conference to be held in San Diego, California from July 26-30, 1999. Cost: $2097 max.

Purchase of a projector for community meetings and conferences (approximately $4000)

Purchase of computer software - PowerPoint for presentations ($400)

Member Harris moved to approve the memorandum and Member Heckman seconded the motion. Discussion ensued and an amended motion was made to accept everything except the second conference. The motion passed.

Donna stated that she would be submitting to the Volunteer Water Quality Monitoring sub-committee more detailed information not only on the GIS maps but also information concerning educational components, the users and the type of web site. Technical Coordinator Gene Dashiell commented that one of the tasks of the Technical Program is to decide which streams to target and the maps would assist him immensely. Member Heckman commented that Gene may want to prioritize which streams he wants information on and Donna would be able to comply.

TECHNICAL PROGRAM REPORT - Eugene Dashiell Coordinator

6th Annual Erosion Control Seminar will be held on March 17, 1999 at the Dole Cannery Ballrooms from 7-11:30 am.

The Great Keiki Fest ’99 will be held on April 24-25, 1999 at Ala Moana Park, McCoy Pavilion from 8am to 3pm.

Apollo Environmental Enterprises, Inc.: Damon Dillon and Lance Skewis would like to construct a plastic recycling plant on Oahu. Of the total annual rubbish produced on O’ahu, 8.5% is plastic. Presently, the two options are to either burn it or bury it. Suitable equipment and a landsite have been found but funds are needed in the form of a grant, loan or loan guarantee. The City and County has been frustrated with more and more plastic in use and a suggestion was made to leverage KBAC funds with the City. Member Madlener suggested speaking to the EPA and the Small Business Association and Member Heckman wants a more detailed proposal. Member Holmes will work with the two entrepreneurs.

Christopher Winn (Director of the Marine Science Program at Hawaii Pacific University): Chris is now in the process of planning the use of their research vessel to do some local investigations of the chemistry, physics and biology of Kailua and Kaneohe Bay. The use of this vessel educates the students and provides faculty with research opportunities. He wants to study fluxes of carbon within the Bay and between the Bay, the atmosphere, the land, and the offshore ocean. He would like to work with anyone interested in Kailua and Kaneohe Bays and is seeking ideas for constructive collaborations. He also mentioned that HPU is building a lab to do water samples which should be available in six months. He can be reached at:

A letter and report from the Southwest Florida Water Management District on "Low Impact Parking Lot Design Reduces Runoff and Pollutant Loads" was distributed to the members. An innovative parking lot at the Florida Aquarium in Tampa is being used as a demonstration project and research site to show how small alterations to parking lot designs can dramatically decrease runoff and pollutant loads. Samples were taken from eight storm events.

The Rivers, Trails and Conservation Assistance Program of the National Park Service (RTCA) has established an RTCA program representative in Hawaii, Helen Felsing, who can be reached at 891-2653 in Kihei, Hawaii. Their mission is to help community organizations protect rivers, streams and open space, establish trails and greenways, and enhance these communities’ quality of life and connection to their natural and cultural heritage.

From Business Week, Dec. 7, 1999, pg. 101: A new point-and-shoot device called the RP-1 Polymer Identification System promises to cut down on the billions of pounds of plastic that are annually landfilled or incinerated. The RP-1 works like a bar-code reader - the instrument reads molecular structures in the plastic and takes less than a second to identify a piece of plastic. It has the potential to sort through 500 tons of material a day.

UNISYN - Articles from the Advertiser and the Honolulu Star Bulletin were distributed concerning UNISYN. The Advertiser article dated Feb. 26, 1999 stated that the State Health Department has warned UNISYN to correct two violations at the plant; they want the firm to enclose much of its equipment to hold down odors, and to store its treated wastewater in tanks instead of a pond. The Star Bulletin article dated January 6, 1999 stated that "Waimanalo Citizens for a Healthy Future" has called on the EPA to investigate the facility because of foul odors.

Approval of February 9, 1999 minutes - The minutes were approved.

Memo of Understand and Facilities Use Agreement - The Memo of Understanding (MOU) and Facilities Use Agreement have been signed by Member Harris, Provost Peter T. Dyer and Dean of Instruction, Michael Garcia. Item #15 was added (Termination of Agreement) which states that either party may terminate this Agreement prior to the end of its three-year term by giving not less than thirty (30) days written notice of termination. The Facilities Use Agreement needs to be re-signed every six months.

Administrator/Directorship Position - Discussion has been ongoing about what the responsibilities (job description) should be and a list has been compiled. Member Madlener moved and member Woolaway seconded the motion to have CSF draft up an ad for review by the Council. The motion passed.
