CALL TO ORDER: Acting Chair Steve Holmes called the meeting to order at 7pm.

MEMBERS PRESENT: Jeff Harris, Steve Holmes, Roland Libby, Jr., and Elaine Murphy. There was no quorum.

MEMBERS ABSENT: Mark Heckman, Edward Laws, Fred Madlener and Christine Woolaway

CONSULTANTS: Donna Ashizawa and Eugene Dashiell

CSF: Judy Nakamura

GUESTS: Dr. Dave Krupp, Lea Viloria, Henry Skinner and Kimberly Andersen from WCC; Peter Adler and John Knox

COMMENTS FROM THE COMMUNITY:

Dr. Dave Krupp, instructor at Windward Community College, addressed the council. He was interested in the workings of the council and wanted the members to know that his students were willing and able to work as student interns.

TECHNICAL PROGRAM REPORT - Eugene Dashiell Coordinator

A sheet listing the activities and actions previously reported and proposed new activities and actions were handed out by Gene. This sheet can be accessed at the above web site under the Technical Coordinator column.

Item #4 - Peter Adler submitted a tentative meeting agenda. The agenda is as follows:

Item #5 - John Knox discussed the PR work that has already been completed and what will be done in the near future. The results are:

Radio PR - two rounds of radio public service announcements have been out

Newspaper releases - the story has already been published in the Waimanalo newspaper and the Advertiser and Sun Press are working on the story

338 mailings to organizations have been completed

Surveys at the Windward Mall have been done

Flyers have been distributed to over 30 community bulletin boards

Idea of doing mailing to people who live near streams or watersheds has hit a glitch because some of the addresses have two names; those of the owner and also of the tenant. Member Libby will assist John in this problem.

Personal interviewing and referral system - John believes this information will come out of the community meetings when hopefully, audience members will assist and give names of people who are knowledgeable about the area (farmers, fishermen, surfers)

John has set up a hot line and the following has been called in:

Waimanalo - stream focus (trash, horses)

Kaneohe - bay focus (problems with boats)

Kailua - heavily from Enchanted Lake area

Handouts for community meetings - Member Murphy will assist Gene in working on the handouts to be passed out at the community meetings.

Ken Schmidt of Craterview Technologies presented a proposal to the council for performing services to assist in the coordination of computerized mapping and related technology initiatives (assessing the GIS). A subcommittee consisting of Roland Libby, Jr., Elaine Murphy and Steve Holmes will meet to decide alternatives and/or how to go about it.

Gene gave a Power Point Presentation to the council members. They were impressed with the presentation which uses text and graphic images.

VOLUNTEER WATER QUALITY MONITORING COORDINATOR REPORT - Donna Ashizawa Coordinator

Work highlights for May 13-26, 1998 were handed out. This sheet can be accessed at the above web site under the Volunteer Water Quality Monitoring Coordinator column.

Global Positioning System (GPS) receiver training course: Because there was no quorum this issue will be discussed at the next meeting.

ADMINISTRATIVE BUSINESS: Chair Steve Holmes Coordinator

Approval of April 28, 1998 minutes - The approval of minutes will be tabled until the next meeting.
