CALL TO ORDER: Chair Steve Holmes called the meeting to order at 6:55pm.
MEMBERS PRESENT: Jeff Harris, Steve Holmes, Edward Laws, Roland Libby, Jr., Fred Madlener, Elaine Murphy and Christine Woolaway. There was a quorum.

COMMUNITY COMMENTS:
Patrick Lane - This year the Vegetarian Society is sponsoring Earth Day. Although the permit from the city has not been received yet the event is scheduled to be held on April 18th at Kakaako. People interested in environmental and human rights issues are urged to come together at this event. They are promoting alternative fuel vehicles and sponsors are needed to make is event a success. Tables are $25 for non-profit organizations and $50 for profit organizations. Patrick can be contacted at 263- 4231.
Update on Kawainui Stream Cleanup Project - A majority of the mangroves have been removed with assistance from the City Public Works Department. Steve has been in contact with the Outdoor Circle to find out what kinds of plants will grow on the coral surface.
This weekend (March 14th) - will work towards the pump station and behind the Kentucky Fried Chicken to do embankment cleaning.
Chris has volunteered to expedite water testing in the canal by the bridge (on the Hamakua side); the initial test will be for nutrients.
Steve has approached some Boy Scout groups concerning litter clean-up but has not yet received an answer.
APPROVAL OF MINUTES: The minutes of the February 24, 1998 meeting were approved.
OLD BUSINESS:
Discussion on Susan Millers final report - The diskettes have been received from Susan and have been given to Ed. He tried to access the information on the disk but was unsuccessful. He then asked the expertise of a computer specialist who analyzed it and concluded that the program is not easily accessed. The decision was made that this information must be readily accessible to the council and the community. Ed suggested hiring the computer specialist with a cost ceiling of $500. After much discussion it was decided that the final invoice minus $500 would be paid to Susan immediately. After the computer specialist completes the requested job and gives us an invoice, a copy of the invoice along with a check for any remaining monies will be sent to Susan.
Mini Grants - Information about the mini-grant was advertised in the March 5th Sun Press Newspaper. The Waimanalo News has a submission date as of the 15th of each month with printing done at the end of the month. We did not make the cutoff.
NEW BUSINESS
Report from Donna Ashizawa (Volunteer Water Quality Monitoring Coordinator) - please see attached list. Donna will be coordinating the storm-drain stenciling and has asked the board for assistance in purchasing stencils and paint. The vote passed unanimously to allow Donna to purchase stencils and paint with a ceiling of $500.
Repository for Sensitive KBAC Materials - It was decided that Judy would be the keeper of sensitive KBAC materials.
MACZMAC Panel - Fred has volunteered to represent KBAC at the Community Initiatives in Watershed Management MACZMAG Panel to be held on March 20th at 1:30pm at the State Office Tower, Room 1403. This meeting is open to the public.
New Acting Chair - By a unanimous vote Christine Woolaway was elected to be the next acting chair. Fred made a motion to commend Steve for the excellent job he had done in guiding the council and it was unanimously approved.
Technical Coordinator - Eugene Dashiell has been selected to be the Technical Coordinator with a start date of March 10th. He can be reached at:
