June 10, 1997
CALL TO ORDER: Chair Fred Madlener called the meeting to order at 6:30pm.
MEMBERS PRESENT: Karen Archibald, Mark Heckman, Steve Holmes, Roland Libby, Jr., Fred Madlener, and Christine Woolaway. Edward Laws sent in his ballot by fax. There was no quorum.
MEMBERS ABSENT: Jeff Harris and Edward Laws
CSF: Julie Jirikowic and Judy Nakamura
APPROVAL OF MINUTES: The minutes of the April 7, 1997 and May 19, 1997 meeting were approved unanimously.
PROXY: The matter of the proxy was tabled until the next meeting. It was recommended that if there is no quorum then the standing members would form a committee and make recommendations on the matter to be forwarded at the next full council meeting. If anyone that was not in the committee objected to the process then they could request a full review.
INSURANCE: Chris passed out copies of the TVolunteer Protection Act of 1997S which she received from Senator Daniel InouyeUs office. This bill has not yet been signed by President Clinton. It was suggested that a copy be sent to Mr. Rich Proctor (insurance agent) and the CSF attorney - Julie will mail a copy to each of the individuals.
AGENDA: A tentative agenda is passed out at the beginning of the meeting but it can be modified during the meeting - members have a right to add topics for discussion.
VOLUNTEER WATER QUALITY COORDINATOR: A discussion followed about the merits of community relations vs technical ability. The members wanted to make sure that the candidates knew what an independent contractorUs responsibilities were: they were responsible for their own personal insurance. Office space and their related expenses were separate from their salary. A discussion followed about the candidates and the members voted to select candidates for interview. Judy would set up the meeting place and also contact the candidates. It was decided that each candidate would give a 10 minute presentation and also present an outline on how they would go about establishing the water quality program based on the consent decree and tell what aspects they think deserve the most emphasis. The other 10 minutes would be a question and answer session based on the candidates presentation.
