windward ahupuaa alliance
October 15, 2003 - April 15, 2004

The Windward Ahupua‘a Alliance is developing a protocol for studying illegal dumping along Kapa‘aQuarry Road in Kailua.

Once the initial methodology has been approved, WAA will hire students to carry out the research - observing illegal dumping and recording the nature of the dumped items (e.g. household waste, construction waste, etc).

At the end of the project, WAA will provide KBAC with a report highlighting the major dumping patterns. By documenting:

  1. The types of material being dumped;
  2. The key dumping locations, and;
  3. The times at which material is dumped.

This report will provide the community with the information necessary to identify problem groups, and take measures to prevent future dumping.
