Executive Director’s Summary of
KBAC's 10 Mini-grants Projects

Facts

  1. Ten grassroots community groups participated in a wide range of KBAC sponsored watershed management activities
  2. About $22k was invested in these activities and about $10K was invested in buying tools for future work.
  3. Among the 10 groups, one recipient submitted their report on time. One could not complete their project, and responsibly returned the money to KBAC. This group found it difficult to mobilize volunteers suitable to do some light construction work.
  4. Most projects were of 3 to 6-month duration, Nine recipients were 12 to 20 months overdue in submitting reports of the completion of their projects (the projects may have been successfully carried out — but final paperwork was never turned in).?
  5. Three recipients changed jobs or phone numbers, but did not report to KBAC.

Comments

  1. Some money was immediately released to the community in order for KBAC to understand the challenges of working with community groups. A great learning opportunity.
  2. Good efforts for community to get to know KBAC's visions, purposes and objectives in Koolaupoko watersheds.
  3. Some accomplishments reported reflect great partnership potentials.

Recommendations for Supporting Community Efforts

Instead of a grant-giving mechanism, KBAC shall consider a service-delivery mechanism to work more closely with the community. In the service—delivery model, KBAC staff or consultants would provide support for getting community projects off the ground. The support would include equipment purchases, refreshments or recognition for volunteers, and training for community participants to keep track of expenses and provide accurate documentation. In this scenario, KBAC staff would actively engage in mobilize volunteers to do the work.

Such an approach would require KBAC staff or consultants to have the interest, capacity, and skills to interact with the community effectively.
