KAILUA BAY ADVISORY COUNCIL

Annual Written Report

July 1996 through June 1997

As specified in the Consent decree, this report is prepared to inform all parties of the work done by the Council through its three programs during the year ending June 1997. The programs are: 1) the Technical Program; 2) the Implementation Program; and 3) the Volunteer Water Quality Monitoring Program.

The Technical Program

The Council, through the nonprofit administrator, has hired Susan Miller as a technical consultant to prepare a written report identifying 1) the nature and extent of water quality or watershed management problems within the windward watersheds, 2) any gaps in the existing state of knowledge and, 3) guiding the direction of remedial measures if such measures are deemed advisable by the Council. The final report has not been submitted.

The Council has heard from community members, at a December 1996 meeting, and has invited community environmental leaders to speak at meetings for the purposes of identifying problems and perceived pollution problems in the watershed. In addition, scientists from Sea Grant have made presentations concerning the collection of water quality samples, and sampling methods.

The Implementation Program

The implementation phase will be sequenced after other projects are completed.

The Volunteer Water Quality Monitoring Program

The Council has received over forty resumes for the position of Volunteer Water Quality Monitoring Program Coordinator. This person, or group of people, will be Windward based and will be pivotal to the Volunteer Water Quality Program. Because of the importance of this position and the high standards expected, extra care is being taken in this contract. No one has been contacted for this position as of June 30, 1997.
