This site has lots of easy-to-understand explanations of many different water quality parameters. A fantastic resource.

Center for the Study of Carbon Dioxide and Global Change This is the site of an organization dedicated to providing scientific information pertaining to the effects of atmospheric CO2 enrichment on the biosphere.
City and County of Honolulu: Opala.org This great local resource addresses environmental questions in a clear manner, with sections like "What Goes Where?".
City of Richmond, British Columbia: Individual and Community Action This site provides suggestions for how individuals can get involved with the environment. Check out the Fraser River Water Quality Section of the Environmental Project Guidebook.
City of Yachats, Oregon: Water Department The 2003 Annual Drinking Water Quality Report contains some useful definitions of different water quality-related terms and units.
Creek Connections: Water Chemistry Information Creek Connections is a partnership between a college and local K-12 schools (in Pennsylvania & New York). They provide an excellent series of "Water Chemistry Parameters Factsheets" (under "Classroom Resources").

Surfrider Foundation The Surfrider Foundation has a wealth of information on coastal issues and water quality, including Hawai‘i-specific information. They also have great descriptions of most of the bacterial indicators that get monitored.
United States Geological Survey (USGS): Water Resources of the Unites States The USGS has all kinds of water quality data, including high-tech real-time measurements of several of Hawai‘i's streams.
